This policy brief is based on a desk study and has been written by Gunilla Ölund Wingqvist at Sida’s Helpdesk for Environment and Climate Change at the request of Tomas Andersson, Sida. The intention of the document is to feed into Sida’s Poverty Development Analysis (or Assessment Draft to Ministry of Foreign Affairs) and the preparations for a new cooperation strategy for Mozambique. The aim is to facilitate integration of environment and climate change risks and opportunities into Swedish Development Cooperation. The policy brief also aims to provide a useful reference when discussing individual interventions under the future strategy, both among Sida staff and where appropriate cooperation partners.

In Mozambique, weather extremes threaten development progress, while pronounced poverty aggravates the climate vulnerability of the population. With the country being a major recipient of official development assistance, Mozambique’s development strongly depends on donor investments. Against this background, we aim to encourage the mainstreaming of climate adaptation into development assistance. An analysis of donor investments at a sub-national level showed that a significant proportion of development assistance was invested in climate-sensitive sectors in regions highly exposed to extreme weather conditions. Major damage caused by weather extremes motivates a stronger integration of climate policies into development assistance

A major factor contributing to these activities is that decision-makers often have insufficient understanding of the economic values of wetlands, so the protection of wetlands is not a serious alternative. Wetlands, however, have numerous goods and services that have an economic value, and economic valuation of wetlands can be applied to highlight this value to decision-makers.

Mozambique has a coastline of almost 2,700km. Approximately 20.5 million people, more than 60% of the total population, live in coastal areas. In many places this consists of lowlands with sandy beaches, estuaries and mangroves. Survival and everyday life in these areas depends to a large extent on local resources, such as rain-fed farming and fishing, whilst infrastructure is weak or even non-existent. These conditions mean a high vulnerability of both people and landscape to tropical cyclones and sea level rise (Mavume, 2009). Of particular concern is the tendency for people to migrate to the coastal zone, thus placing more people, infrastructure and services at risk.

Moçambique tem uma linha de costa de cerca de 2700km. Mais de 60% da sua população de aproximadamente 20.5 milhões vive nas áreas costeiras, a qual em muitos lugares consiste em terras baixas com praias arenosas, estuários e mangais. A sobrevivência e a vida diária nestas áreas depende, em larga medida, dos recursos locais, tais como a agricultura em sequeiro e a pesca, enquanto as infra-estruturas são fracas ou não existentes. Estas condições significam uma alta vulnerabilidade tanto das pessoas como da paisagem aos ciclones tropicais e à subida no nível do mar (Mavume, 2009). De particular preocupação é a tendência das pessoas migrarem para a região costeira, colocando assim em risco mais pessoas, infra-estruturas e serviços.

This report details changes observed in the seasonal climate of Mozambique during the 1960-2005 period and presents downscaled future scenarios of climate over Mozambique, focusing on the mid-century (2046-2065) and late-century (2080-2100) periods. As such it provides additional information to that provided in other sources. These scenarios were used as a basis for this report, as well as the flood and crop-suitability modelling undertaken as other components of this project. Whilst the results of the flood and crop-suitability modeling are presented elsewhere, details of the data production and enabling process is presented here as it involved significant time and resources.

The financial sustainability of national systems of protected areas (PA) continues to be the most significant challenge in meeting conservation objectives worldwide. A large number of threats exist related to PA financing; these threats constantly undermine national and international efforts to preserve the planet’s biodiversity. These threats include, for example, inadequate investments, excessive dependence on international funding sources, lack of participation of key stakeholders (Ministries of Finance, private sector), limited national capacity, and lack of tools for adequate financial planning. Consequently, it has been difficult to formulate system-level financial plans based on realistic needs.

There is a lack of consensus among some conservation NGOs and African governments concerning the acceptability and effectiveness of trophy hunting as a conservation tool. This lack of consensus is due partly to a lack of reliable information on the economic significance and ecological impact of the industry. We provide are view of the scale of the trophy hunting industry, and assess both positive and negative issues relating to hunting and conservation in Africa. Trophy hunting occurs in 23 countries in Africa, with the largest industries occurring in southern Africa and Tanzania, where the industry is expanding.

Mozambique is a large country, thinly populated, with large areas of unutilized land, with the ratio of cultivated land to cultivable land of only 12%. Its water availability per capita is close to Africa’s and the world’s averages. While ample for present needs, water resources are not so abundant that they can be used casually or inefficiently. The country is particularly rich in fish resources, and the potential is already being largely exploited both in commercial terms as well as in terms of serving as an economic buffer in poorer coastal areas. A similar situation occurs in the mining sector, although the level of exploitation is way below the country’s potential.

According to current estimates Mozambique alone contributes to about two thirds of total area covered by coastal forests in the eastern Africa, Kenya and Tanzania share the rest. The existence of large area of coastal forests in Mozambique can be explained by the several years of struggle in the country. The civil unrest has contributed positively to ecosystem conservation.

Most protected areas throughout the world do not have adequate funding to achieve their stated goals. One major obstacle to putting such key conservation areas on a sound financial footing is the tendency of conservation professionals to focus on their traditional strengths of park protection and biological sciences and avoid the critical role of financial management. To address this problem, this Guide intends to provide the "non-financial expert" with a basic understanding of various innovative financing opportunities for protected areas and a framework with which to pursue these "financial mechanisms". As such, this chapter on business planning for protected areas is critical in setting the context for the chapters that follow.

This report takes a step back to explore what options exist for incentives to improve the forest practice of Chinese timber traders and concession holders and their Mozambican partners. Drawing on research in the forest sector, it identifies six potential areas of concern for those operators. It then outlines for each area possible incentives that might be developed to improve forest practice. The set of 18 incentive types may not be exhaustive, but the questionnaire survey of government, civil society and private sector actors did not reveal further major sources of incentive.

Africa's protected areas (PAs) are under severe and growing anthropogenic pressure. Resources for PA management are a small fraction of what is necessary in most countries, and many PAs are failing to fulfil their ecological, economic or social potential as a result. Collaborative management partnerships (CMPs), where nonprofit organisations partner with state wildlife authorities, have the ability to improve PA management by facilitating long-term financial and technical support. While many have demonstrated success, there are barriers to setting up CMPs, including concern among some states that some partnerships may undermine sovereignty or appear an admission of failure.
