Mozambique is one of the few countries in Southern Africa that still has extensive forest areas, mostly miombo woodlands, which occupy half of the land area, about 32 million hectares (ha). Forests are critical to the social, economic and environmental health of the country, supplying valuable timber species for export, fuelwood, non-timber forest products and ecosystem services like climate regulation, biodiversity and habitat. Despite the benefits to be realized, deforestation is high, with over 295,000 ha converted to other land uses annually.

Mozambique is a large country with a total area of close to 800 000 km2. The population is concentrated in the southern provinces of Maputo, Gaza and Inhambane and in Zambezia and Nampula in the center- north. Current figures put the Mozambican population at a little more than 18 million. Mozambique’s beaches along its 2 700 kilometers of coastline, and its once abundant wildlife have drawn visitors since the colonial era. People from over the world came to one of the richest game parks in Southern Africa, Gorongosa National Park, which was considered to be the showpiece of colonial Mozambique’s conservation effort (Massinga, 1996), and several other hunting areas one of which is nowadays part of Limpopo National Park.

Climate Change projections indicate that the world temperature is increasing continuously. According to the Third Assessment Report of the Intergovernmental Panel on Climate Change (IPCC, 2001), the global average temperature will increase by 1.4° C to 5.8° C between 1990 and 2100 if the levels of emissions are not reduced. This is largely attributed to the anthropogenic activities especially the use of fossil fuels in the developed world. Developing countries are considered to be the ones suffering more from the effects of climate change and African countries are even more vulnerable due to their dependence on natural resources.

In Mozambique, weather extremes threaten development progress, while pronounced poverty aggravates the climate vulnerability of the population. With the country being a major recipient of official development assistance, Mozambique’s development strongly depends on donor investments. Against this background, we aim to encourage the mainstreaming of climate adaptation into development assistance. An analysis of donor investments at a sub-national level showed that a significant proportion of development assistance was invested in climate-sensitive sectors in regions highly exposed to extreme weather conditions. Major damage caused by weather extremes motivates a stronger integration of climate policies into development assistance

Mozambique has a coastline of almost 2,700km. Approximately 20.5 million people, more than 60% of the total population, live in coastal areas. In many places this consists of lowlands with sandy beaches, estuaries and mangroves. Survival and everyday life in these areas depends to a large extent on local resources, such as rain-fed farming and fishing, whilst infrastructure is weak or even non-existent. These conditions mean a high vulnerability of both people and landscape to tropical cyclones and sea level rise (Mavume, 2009). Of particular concern is the tendency for people to migrate to the coastal zone, thus placing more people, infrastructure and services at risk.

Mais de 60% da sua população de aproximadamente 20.5 milhões vive nas áreas costeiras, a qual em muitos lugares consiste em terras baixas com praias arenosas, estuários e mangais. A sobrevivência e a vida diária nestas áreas depende, em larga medida, dos recursos locais, tais como a agricultura em sequeiro e a pesca, enquanto as infra-estruturas são fracas ou não existentes. Estas condições significam uma alta vulnerabilidade tanto das pessoas como da paisagem aos ciclones tropicais e à subida no nível do mar (Mavume, 2009). These scenarios were used as a basis for this report, as well as the flood and crop-suitability modelling undertaken as other components of this project. Whilst the results of the flood and crop-suitability modeling are presented elsewhere, details of the data production and enabling process is presented here as it involved significant time and resources.

The financial sustainability of national systems of protected areas (PA) continues to be the most significant challenge in meeting conservation objectives worldwide. A large number of threats exist related to PA financing; these threats constantly undermine national and international efforts to preserve the planet’s biodiversity. These threats include, for example, inadequate investments, excessive dependence on international funding sources, lack of participation of key stakeholders (Ministries of Finance, private sector), limited national capacity, and lack of tools for adequate financial planning. An exercise was conducted to evaluate the economic efficacy of financial interventions, in terms of their contribution to local development and conservation. This exercise followed a rational logic consistent with the need for optimal use of public funds with high opportunity costs, but it is also a high risk exercise given the lack of references and stable methodologies in an area which is still new to economists. The economic analysis required by the AFD and the FGEF is given in detail in the methodology note attached to this report.

This country study has been undertaken under joint funding from CIDA, DFID and UNEP on behalf of the Poverty and Environment Partnership. It has been managed by the Overseas Development Institute. It forms part of a wider study which includes cases studies of Ghana, Mali and Tanzania and whose purpose is: first, to analyse and document experience in transferring environmental priorities from national plans to budgets, and through into government implementation plans; and second, to identify how development partners can facilitate and support such processes within the context of increasing budgetary support.

During the week-long event participants from around Asia and beyond discussed a range of issues, encompassing China’s impressive reforestation programme to the links between deforestation and climate change.

There is a lack of consensus among some conservation NGOs and African governments concerning the acceptability and effectiveness of trophy hunting as a conservation tool. This lack of consensus is due partly to a lack of reliable information on the economic significance and ecological impact of the industry. We provide are view of the scale of the trophy hunting industry, and assess both positive and negative issues relating to hunting and conservation in Africa. Trophy hunting occurs in 23 countries in Africa, with the largest industries occurring in southern Africa and Tanzania, where the industry is expanding.

Mozambique is a large country, thinly populated, with large areas of unutilized land, with the ratio of cultivated land to cultivable land of only 12%. Its water availability per capita is close to Africa’s and the world’s averages. While ample for present needs, water resources are not so abundant that they can be used casually or inefficiently. The country is particularly rich in fish resources, and the potential is already being largely exploited both in commercial terms as well as in terms of serving as an economic buffer in poorer coastal areas. A similar situation occurs in the mining sector, although the level of exploitation is way below the country’s potential.
